Consultancy Proposals for SCMR October-2025

The Toledo Institute for Development and Environment (TIDE), in its role as co-manager of the Sapodilla Cayes Marine Reserve (SCMR) – an integral part of the UNESCO World Heritage Site – invites proposals for projects under Grant Agreement No. BZ – KfW Flll – 006 – 2024. These initiatives are crucial for enhancing protection and biodiversity conservation of commercial species, coral reefs, and fish spawning aggregation sites within SCMR, and for improving the operational capabilities and living conditions at the Hunting Caye Ranger Station.

TIDE seeks qualified individuals or legal entities to submit proposals for the following consultancy (Click on the consultancy title to access a detailed pdf):

  1. Stakeholder Analysis Report – Develop a comprehensive stakeholder analysis to identify, map, and categorize stakeholder groups (fishers, tour operators, community leaders, NGOs, government agencies, women’s groups, etc.), assess their influence and interest, and provide actionable recommendations for inclusion in management and decision-making.
  2. Enforcement Strategy & Action Plan – Prepare a comprehensive enforcement strategy and action plan, including the use of technology, collaboration with authorities, and community engagement, to strengthen compliance and stewardship of marine resources.
  3. Systematic Threat Assessment – Conduct a systematic assessment to identify, categorize, and prioritize threats to biodiversity, ecosystem health, and human well-being; evaluate drivers and impacts; and recommend mitigation and adaptation strategies.
  4. Research & Monitoring Plan – Develop a plan to establish ecological baselines, track ecosystem health indicators, and inform adaptive management decisions, with measurable outcomes reported annually.
  5. Radio Repeater System (Hunting Caye Ranger Station) – Assess and upgrade the communication system at Hunting Caye Ranger Station to ensure reliable communication between rangers and the station during field patrols.
